GSTV U-Save Eligibility: Who Can Apply?
To be eligible for the GSTV U-Save rebates, your household needs to meet two main requirements:
- Citizenship Requirement: Someone in the household must be a Singapore Citizen. This depends on whether the flat is rented out or not.
- Property Ownership Requirement: No one in the household can own more than one property.
Citizenship Requirement Details
If your flat is not rented out or is partially rented out:
At least one Singapore Citizen must be living in the flat as an owner or occupier.
If your flat is fully rented out:
At least one tenant must be a Singapore Citizen, even if you don’t live there yourself.
Property Ownership Requirement Details
If your flat is not rented out or is partially rented out:
All owners and essential occupiers can only own one property at most.
If your flat is fully rented out:
All tenants can only own one property at most.
If anyone in the household owns more than one property, you will not be eligible for the U-Save rebates.
How Much GSTV U-Save Will You Receive in FY2025?
Under Budget 2025 and the Assurance Package (AP), eligible households will receive double the usual U-Save amount, up to S$760 for FY2025.
These rebates will be distributed in four installments:
- April 2025
- July 2025
- October 2025
- January 2026

The Cost-of-Living (COL) U-Save includes an extra S$20 per quarter. This is part of the S$1.1 billion COL Package to help with higher carbon tax and water price increases.
Citizenship Rule Reminder
Whether your flat is partially or fully rented out, you still need a Singapore Citizen (owner/occupier or tenant) to qualify for U-Save.
Property Rule Reminder
If anyone in your household owns more than one property, you will not be eligible for U-Save.
